Relief after the 2013 floods moved through a chain of six signatures. In 340 files we found the fourth and fifth signature belonged to the same hand, and the disbursement date preceded the damage assessment it was meant to answer.
What it changed
State comptroller opened a special audit covering four relief cycles.
